Twitter generally requires some sort of a download tool (the .gifs save as an .mp4), but for pixiv:
Make a bookmark that leads to
javascript:window.location=pixiv.context.ugokuIllustFullscreenData.src;
and click it when you want to download an animation from pixiv. It'll save all frames of the animation into a compressed file. You'll have to cobble it back together with any program or online tool that is capable of it. Or if you're mad, just screencap the whole thing.
However, this thing's also on Nijie from where you can just save .gifs as usual: nijie.info/view.php?id=213738
