Hmm. I don't know what it says, but from looking at it I think the idea is that this is some sort of Sonico-shaped tea-making device. You'd open her up and put tea leaves inside (pink arrow). Then you'd hang her on the inside of your glass of water, and the water would enter through the ruffles in her skirt (orange arrow) to intermingle with the leaves and make tea.

Hah, you're right. That would explain why the glass is filled with tea. Wonder if teaballs like this exist in Japan already. Pretty good idea for a product. They would have to make sure it doesnt get damaged by hot water though.
