Ignoring the characters who are powered by rule of funny/rule of weird, Frieza takes out, among others, everyone from Inu-Yasha, One Piece, Naruto, Bleach, Yuyu Hakusho, and pretty much anyone who is a mere human. Those franchises may have their S-class threats present, but none of those series have ever shown someone wreak collateral damage that exceeds a large city or mountain in magnitude while Frieza routinely destroys entire planets.
And because of how power scales in DBZ, Frieza is an insect compared to Cell and the Super Sayians.
The Death Note is a gamebreaker power, but the note itself can be neutralized by mundane fire, and light couldn't last long enough to make good use of the note(remember, the main reason Light did so well as a Villain protagonist is that nearly everyone in Death Note is an ordinary human, the shinigami with plot significance were neutral observers, the other Kiras were either allies or didn't know he exists, and the people out to stop him had a harder set of win conditions, and even then, Near probably didn't have enough proof to convict Light had Ryuk not written Light's name). Ryuk could make better use of the Death Note, but he'd probably just sit back and watch. If the note actually played a role, it would probably be Cell taking it from Light and using it himself.
Granted, since most of the Bleach characters are technically dead and spirit beings, they may be immune to the death Note or most energy attacks and all physical attacks from the flesh and blood fighters.
And while the villain's optimal strategy might be "Cell grabs Death Note, writes Son Goku commits suicide after killing all heroes, it might not work since rule 1 of the Death Note is "The Human whose name is written in this note will die and Goku isn't human nor is there any human powerful enough to be worth controlling unless Gohan's half-human standing is enough for the note to affect him.
Of course, all bets are off with their being characters here that are powered by rule of funny/weird and you can't predict their gamebreaker powers.

Maybe if we add a 3rd team consisted of just 2 specific characters : Accelerator and Saitama. The god of Vectors and the One-punch Man. Both can overwhelm any other around here, and the only reason i added Accelerator was to prevent Saitama from being punch into space - again - even if i'm pretty sure he would not need the Moon to come back (just throw out the air in his lungs with enough force to use it as initial propulsion and he's back towards earth). Additionally, Accelerator is pretty immune to magic attacks, which include the Death Note, even if he can't actually redirect them like he does other attacks, they just get nullified. Saitama on the other hand, no idea how he would handle magic...
