Maybe they're releasing them later? They aren't all released in chronological order, as far as I know. (I really hope Clemont gets one someday...)

Officially. Serena is the first girl in Pokémon (Figure: G.E.M "Mega Hobby " & Kotobukiya) to have a Pokémon in its final evolutionary stage: Nymphia.
I love both I going to acquire Serena & Nymphia together with Satoshi, Pikachu and Satoshi Gekkouga.
