In Gen III games, Gardevoir's could be male or female but Gen IV fixed this by introducing dymorphisized evolution routes based on Kirlia's gender (i.e. Gardevoir for female Kirlia & Gallade for male Kirlia). Again, more weirdness on Game Freak's part that was corrected later on. I read that Gallade was supposed to be in the Gen III games but they didn't have time to implement the sprites and his moveset which is drastically different from Gardevoir's.
The artist either knew this or didn't know and just wanted something May can suck on so yeah.
