It's odd... moms change diapers because the baby isn't able to do it himself, until it can take care of itself. When the kid enters puberty they don't really know how to take care of their sexual urges themselves either, so why shouldn't the mother assist them in the beginning.

In some indigenous cultures they did impart such an education, or at least allowed them to practice on a younger sister, though normally not to completion if she was deemed of a pregnable age.
