From the looks of it, none of these are Vados, but instead we are dealing with genderswaps of other angels, one of which being he high prist himself (or should i say "herself). The reason it feels like it is Vados is because they've been drawn like her, specially the face.
The one on the left, for instance, looks a lot like a genderswap of the angel of universe 9.
