To be fair, before the reveal of Lusamine as the main villain, I expected the bait-and-switch to be with Faba being the main villain. The guy just looks the part(pokemon has never been too good at making the real villain look benign), so, they could be playing it up again to make us second guess ourselves thanks to all the other changes they've made thus far.

He literally just tried to throw an innocent Pokemon on the ground as hard as possible out of extreme anger because he didn't grab the right one. Not really something "good guys" do.
