From what I can tell via Google translate of the Pixiv description (which has some of the stuff that was written on the image itself), in 91 days images of the victim playing with sex toys taken from various angles, along with a detailed profile, will be uploaded online. When the device attached to the victim's body is connected to the stationary device at her home, it sends an instruction to the server to cancel the posting and delete the images. バルブ を 捻る事 で / 放尿 できる / が = by twisting the valve / (she) can pee, / but...
その間 / 装置Bの全バイブ が / 作動する = ...during that time / all the vibrators in device B / will operate/activate.
If you look at 装置Bの全バイブ が 作動する you'll notice that the verb is in the する form. This form doesn't carry any connotation of "having to", it just means "will". It's not that the vibrators have to already be working for her to be able to open up the valve, it's just that opening the valve will activate the vibrators even when they're not connected to the other part of the machine.

The が does indeed mean "but" here, but you're misunderstanding the second part of the sentence.

One, there's no clock in the room, or any other way to tell time. Since it only counts one-hour increments, and spending any time beyond an hour doesn't count, having no way to tell how long she's been in there til she stops and leaves the room means she'll have to stay put longer just to make sure. And two, the inside of the tubes have a grip she has to hold on to, that pushes back pretty strong. If she releases either grip, even for a moment, the timer resets... so while the machine is having its way with her, she needs to make sure she's gripping as hard as possible.
