That's Kallen and Milley, the hair's wrong for anyone from Naruto, plus, I don't think that Ino ever wore wedding gauntlets.
And this is going total geek here, but the doorways in the background are arched and tapered with that ripple... European influences, so more likely Britanian stone-work than... a ninja village made of wood.

And as far as artists go... his name is Gnom.
No idea what it means, and can't see what good it does you until you see his name elsewhere, but there you go.
