There's a fan theory that they're long lost twin sisters, that Natsumi's mother or father sent Kaede away to live away from their family. Their birthdays are only a day apart March 26 and 27, with Natsumi being the younger of the two, so if their mother had them near midnight, that would explain it. V3 also mentions that Kaede has a younger twin sister. The fanfic "Danganronpa: Yakuza Arc" mentions this fan theory as background lore.
