Nope, this is Ami. Notice the school uniform top. Ami's school had the blue edges, Hotaru only ever wore a red sweater and green skirt as her school uniform. Aside from the black hair, the style and shape resembles Ami's.

Ami's eyes look like this pic arching downward, Hotaru's start and end on the same level. Ami's hair has a part like in the pic, Hotaru's hair has no part. As was mentioned, the school uniform. Also, kawarajima kou usually gives Hotaru smaller breasts and Ami's are generall this size
