Wasn't she the rider girl from Fate Stay Night or whatever? I remember seeing a girl with the same hair-style with the blonde saber girl and the ginger kid from what few episodes i saw.

I know the myth of medusa, i just know jack shit about this fate/ show.

These three are 3 different person, so technically that one girl is not "suddenly" a snake monster, she's born that way.

As for why, well if you're not interested to delve into this franchise, then let's just say "anime logic".
