Aside from being giant, this is probably very likely what Penny was originally intended to do. She said she was a weapon created for war, and as we can see it’s more than likely against the Grimm. Seeing as Penny was a one-of-a-kind robot, it probably wouldn’t have been a surprise if her creators (one of which being Ironwood), thought it possible that she would be the one to take down Salem. As Penny is clearly designed for a more advance form of combat that could be used to take in hordes of Grimm.

Sorry for the winded explanation, there’s just no real easy way to say what I wanted.
