I think what anon1 means is that the anime has the tendency to make Ash's pre-evolved Pokemon always win against a fully evolved one.
As I recall from XY, both Ash's Fletchinder and Frogadier defeated both their final evolution counterparts.

Remember long ago when Pikachu defeated Onix with sprinklers. Went Rocky Balboa on Raichu. Or the infamous 'Aim for the horn'?
The anime has never really cared about the games mechanics, like levels or evolutions since day one. And tends to play the underdog card a lot.
