I don't think it is.
But I do think she's very intentionally made to look like DSG

I agree and I think she shouldn't be tagged as DSG unless he says otherwise. She has a similar build and color scheme, but she's significantly less curvy/busty than DSG has been drawn these days and her hair is parted on the opposite side.

This is by 23 but it is not dark-skinned girl. It's an OC 23 made for the Taimanin Asagi Battle Arena game. They have guest artists make characters for the game and this is 23's TABA character, she is the one named Rufina-- not the dark-skinned girl. Someone got overzealous and assumed since this girl (the actual Rufina) looks similar to DSG that meant DSG's name was Rufina, but that is not the case.

Hopefully this clears up the confusion.

Another way you can tell that this isn’t 23’s DSG is by their Cross necklaces, DSG’s necklace haves one wing on its side while Rufina’s necklace is normal. And if your your wandering about what necklace I’m talking about, if you go to the picture of Rufina without the tentacles (the one before this one) you can see her necklace.
