Pretty simple answer Anon1. Nintendo has finally woken up and decided to cater to their desperate loli-craving fanbases. This new attitude can be seen in a variety of their works: Pokemon, Yokai Watch, Fire Emblem, Splatoon, and Xenoblade, to name a few.
Lana/ Suiren is a prime example of their newfound marketing tactic to include moe-blob loli characters to entice customers. After all, sex does sell, and Nintendo will do whatever it takes to once again to regain dominance of the videogame industry.

This even spreads over to the anime. Lana/Suiren gets some of the best focus scenes in Sun & Moon.
