If we're going back to Kanto, then more than likely, yes. I'd be willing to bet that she's 10. Unlike Moon, who was 11 and Serena, who was 13.

She legit looks younger than the other trainers. The big thing to notice is that she's the same height as Bug Catchers, who are typically half the size of the player trainer.
