forme this pic and others say download when i see the thumbnails , does this mean that the site views this image as if it has multiple formats?

i usually see a thumbnail say download when it is a huge file size gif or web m.

this seems random for me , as sometimes this does not happen and sometimes it does , no matter how big the file displayed is.
