Haunter and Gastly actually look concerned.
The fact that there's the image of a sweat drop below Haunter's right eye is proof I think.

well, in one episode they talked about how ghastly/haunter/gengar were the ghosts of cubone, right? so maybe they're the parents of said crying cubone?

Gastly, Haunter, and Gengar aren't mean, they're just pranksters who like to scare others for the laughs. And since they also inhabit Lavender Town and Pokemon Tower, they probably know about Cubone's mother being killed by Team Rocket and are trying to figure out how to comfort him.
