pretty sure any one, except for a few incorruptibles (like Gil...), can have Alters.

Nero alter would probably be really glum and moody since alters seem to take your most prominent character trait and invert it.

Nero Alter would really just be her embracing her role as the "Whore of Babylon" that rides the "Beast of Revelation", a.k.a. Literally Satan, a.k.a. Beast The VI from Fate/Prototype. Her bond lines/profile materials for her Caster version state that while she qualifies for the Rider class, Nero absolutely refuses to let herself be summoned as one.
Presumably, Nero Alter is that Rider form. I wouldn't be surprised if she appears as a boss at some point in FGO.
