What's on the fan is actually pretty interesting. It's advertising a "test of courage" at the shrine this girl is at. A test of courage is a group activity where a bunch of people go to a scary place at night to do activities. The implication is that she is now chained to the gate to said shrine, and will be seen by all those people.

To me it looks like the "test of courage" is to expose yourself in this manner and that she did so willingly. Her panties being neatly around her ankles suggests she didn't struggle when put into this position. Exposing yourself in public like this with your face covered would take a lot of courage, since being molested or raped is quite likely.
