Hypnosis or mind-control is a very common to the point of overused tropes in hentai. There’s quite bit of Hypno from Pokémon out there as well.

And since it was in a kid's cartoon, it's likely that the snake was the first time a lot of people growing up saw hypnosis and got their interests kick-started by it.
