The switch version of New Super Mario Bros. U added Toadette.
There's a mushroom pickup specifically for her that turns her into Peachette, a sort of Peachified version of herself.
Some days later, somebody got the idea that "Hey, what would happen if Bowser used that on himself?" and made a comic about it, depicting a peachified Bowser.
Said comic spread like wildfire and well...here we are. Fanart of a fan concept character.

The confusion is clearly caused by the fact that we already had fan art of "Bowser Peach" which was simply Peach dressed like Bowser's mistress. This character looks much too similar and it's very confusing. All of this could be easily fixed if they just give this new character red hair in stead of blonde.

Difference is that there's now an actual in-game item that turns you into a Peach cosplaying as yourself, the implication of that is what made artists start drawing it. Hence why Peach Bowser was so rare before this. Said implication also means that it's Bowser's mind and not just Peach's bimbo brain which also adds to the attractiveness of it.
