Neither, she's a descendant of an alien people.

You'll notice her green eyes & that her features haven't got any definitely African characteristics, Sub-Sahelian or otherwise. Then of course, darker skin hue isn't an exclusive of Africa.

Moreover the alien people are a strange only-in-anime mix anyway: for instance, Medina Electra is a blonde. Rather a Northern European attribute, historically.

Finally, it is explicitly said at the end of the TV Series that the aliens, including the Neo-Atlanteans, have evolved beyond their origins and that they have become truly humans, so they are probably as mixed as the rest of humanity. Only look at the Nautilus crew: it's the League of Nations in the making in the 19th century. :)
