Davy Crokett, the smallest nuclear bomb made. It was fired from a recoilless gun (not to be confused with a recoilless rifle). That was the closest thing we ever got to having a rocket launcher that shoots mini-nukes like in video games. So yes, it's is very possible to make them it's just that no one, as far as we know, ever chose to go smaller than recoilless gun.
As for how small the nuke's power was, the smallest ones explosion is smaller than a MOAB's bomb. Yes, we've reached the point where non-nuclear thermobaric bombs can rival the smallest nukes in power.
