Yes he was. The scene of this version of Bardock being killed by Freeza's Death Ball was depicted in the original manga a few months after the Bardock special aired on Japanese TV. Toriyama deliberately mentioned the special in a canon capacity in his manga, this cannot be argued.

New timeline has him more like Superman’s dad, making the possibility of him being a brilliant scientist plausible. Maybe it was always meant to be.
