The text has to do with the 14th Touhou Wiki Popularity Poll that was run in January of this year by the Japanese Touhou Wiki. Jo'on (Red headed, 54th place) and Shion (Blue hair in upper right, 15th place) were new to the poll this year due to being in the game Antinomy of Common Flowers released in December 2017. Jo'on came in 54th place, despite being the final boss, so she's disappointed.
