Though I'm not 100% sure we could say OG Broly wasn't pure of heart too, since in his normal state he was very passive too.
Maybe he was pure hearted but the LSSJ transformation fucked with his head harder than with new Broly.

We'll never know.

Roshi never said you had to be good to ride the Flying Nimbus, only pure of heart. By that logic, Z Broly could theoretically ride it, since his heart was pure rage.
