As hot as I find Kallen and probably prefer her, I do feel as though she’s really not on his level. Her thing with him feels more one-sided, it’d be like comparing an asset and a loyal follower to a partner you confide in and trust.
Not saying I wouldn’t enjoy a little bit of Kallen on Lelouch action but I doubt she’d be his first choice in most scenarios.
