800x600 -is- a desktop resolution, so technically, it's a wallpaper.

Indeed it is... but... 2000x1125 (16:9) for example is also a "desktop resolution" or 2240x1400 (16:10), but they're totally custom... and thus a pic of such a res would not be recognized as a "wallpaper". Remember, you can make any res you want...

Anyway what I'm getting is at it's stupid to call "800x600" a wallpaper because it's so damn low (no one runs it). In comparison, it makes more sense to call something a wallpaper if it high res but not a common res (like 2000x1125 or 2240x1400 for example) or EVEN if it's not strictly 4:3, 5:4, 16:9 or 16:10, but has a very close aspect ratio to one of those and is of high enough res to be used as as a wallpaper...

800x600 is actually quite a common res annon especially on smaller pcs like netbooks and even some tablets.

Its also good to make things at these res as quite a lot of people still use 1024x768 and 800x600 easily stretches to that resolution
