No more of a Lucy clone than Juvia, Mira, Evergreen, Lissana, Sorano etc are. Actually, Rebecca is a lot more different from Lucy than half of the Fairy Tail girls, both in appearance and personality.
But I can't fault you with that, when I was 6 years old I also couldn't tell Sanji and Zoro apart from one another, because children are unable to see things as clearly and in as much detail as adults.
