X-Men, Mob Psycho, Akira and One-Punch makes me wonder how powerful Chiaotzu could potentially be or become if the guy writing actually gave a crap and tried with him.

Sweet crap you're right! Chiaotzu would actually be the strongest character. Mix ki and physic powers and you'll have a bigger advantage.
