They have a shipping song (We Have the Same Dream ~SET ME FREE~), official merch depicting the two as brides with their arms linked, and even in the 15th anniversary Nagisa drops what could be considered a love confession when she faced Miden with the memoryless Honoka behind her (and later on White would give Black a princess carry).
They essentially are like that, but Toei doesn't let us see it!
