I remember seeing someone comment on here that a lot of artists make the dick a darker skin color than the rest of the body, and I'm still confused because I'm like, sort of white but my dick, bro, it's completely dark so is that not normal or some shit??

The penis has a LOT of blood vessels in it. The veins are closer to the surface than the arteries, and it darkens the color of the skin. Generally not to the extent that artists take it, but that is normal.
Also keep in mind that parts of your body that aren't typically exposed to sunlight won't have evolved their pigmentation.
