In Zero's case: He's a robot, and its mostly his armor that you see, unless this is Megaman Zero era Zero, in which case, he really is that damn skinny.

In Layer's case: She's a robot, and she's got an hourglass figure.

@ directly previous Anon: Its widely believed by fans that despite the fact that this took place a solid 50 years after the Great Repliforce War, that Zero is still reeling from killing Iris with his own hands. So he refuses to allow himself to take interest in any romance for fear of history repeating itself.... not sure if its "canon", but thats the most widely accepted explaination as to why he doesnt find Layer romantically interesting
