That's Lily's style, most of her dark haired guys have brown in their hair to balance the coloring. Plus she makes all the characters look human, instead of like cartoon characters, so of course he's not gonna be pasty white. I love this image!

I think the point is that they are young, and maybe Orochimaru just isn't supposed to look quite so evil yet.
