I think it's just a colour pallet..

Sometimes you can UV-Map 3D Models or Animations using these kinds of colour strips.

Dont know why someone uploaded it though..

the colors are just representing the character, for example, meiko has brown hair, red clothes,white belt,brown shoes, so the first line..see.
