I don;t know where they came from but the cencore ship laws are old (I think edo period) and have been this way the whole time. Its a bizaar thing when you consider that one of their largest exports has been porn.
But that may be why, rather than try to comply with various laws in various places, they opted to make it safe no matter what. I really don't know, its a guess.

If i remember right i'm pretty sure it has to do with their religion which is also the reason hentai characters didn't have pubic hair until recently (think it was sometime in the mid to late 90s that they were finally allowed to show pubic hair on their characters).
