anon_X - Wrong, the US made it a law when they basically took over Japan a long time ago, and they never changed it since. Before Western Influence, the Japanese people didn't censor anything. But it stuck and the current Japanese government decided -not- to change it, so, in reality, its all the USA's fault :/.

Take a class in Japanese history before you perpetuate misinformation, Father. Japan put the censorship law on the books by itself in the 1870s. This is not a new law. They just stopped enforcing it because they were busy trying to take over the world. Then after the war someone from the Department of State helping rewrite their constitution found this obscenity clause in their code and mentioned it and they decided to start enforcing it again.
The REAL reason they keep this law on the books is because it allows them to keep close oversight of the porn industry. This industry has a lot of ties to the yakuza, and by regulating the porn industry tightly they make sure the gangsters can't skim too much money off of it for illegal activities. This censorship is actually mostly voluntary because it only applies to things you plan to sell commercially--pictures you draw for your web blog and don't intend to sell, for example, can be uncensored, and there's a lot of Japanese artists who do draw uncensored art. It just pales next to the amount of censored art because that's what you see being sold in stores and at conventions.
