Clearly Mao was inspired by Laharl, but there are differences between them. For example, Mao is willing to do whatever he must to achieve an objective, even if it is something he hates. Whereas Laharl would be too lazy or unwilling to do so, if he hated it. He also has a love for experimentation and generally commands a great deal of respect. Laharl was rarely feared by his underlings. So while there are some similarities NISA did enough to separate them as characters. It should also be noted that some of Laharl's traits weren't exclusive to him, but were typical demon traits such as arrogance, cruelty, etc. It would be only natural that'd he have them.
