This is taking place in Johto, somewhere near Ecuteak City.
Note the Tin Tower out in the distance.
This drawing is a reference to the fact that Latios and Latias are encounter-able in Heart Gold and Soul Silver.
I must say this though; I wonder who the artist of this drawing is? The style seems very close to that of the 2003 movie, Pokemon[The Movie]3.
I would like to see more drawings like this, and also hope to draw like this. I imagine this must have taken weeks to create, and hours to compile.
All of the Pokemon had to have been drawn, then the Female Girl(Latias) then the background. Then in(Photoshop/Gimp) it had to be colored, then have the drawn characters colored and added as an upper layer.
The background seems to have been done with a combination of brush and pencil strokes.
