Okay, call me an ass if you want, but there's a couple tags that I've got issue with.
Crossover - All the characters are from Heartcatch Pretty Cure! so there's no crossover. Parody, yes because this is obviously a joke on Metal Gear Solid with the '!'.
itoshiki nozomu - I have no idea where that fits in into this.
If I'm missing something, please explain it to me.

Are you sure? He looks like a character that made an appearance in Ep 1. I'm not doubting you, because I've never seen 'Sayonara, Zetsubo-sensei' so I don't know if it's him or not. Later when they show that character, in EP 10, he's in a school uniform.

I stand corrected, it's the EP 2 (4min 45sec) that he originally shows up in. If they gave a name for the character, I'd stop saying 'he'. His appearances involve him appearing in tornado of pink/red flower petals (wiki says they're rose petals), doing something cool, then leaves in the tornado. He never says anything, no pointless speeches or poses (poke at Tuxedo Mask). He's only in Eps 2 & 10, so far. The two characters look almost exactly the same, except that Itoshiki Nozomu seems to have brown/black eyes & has short hair while the 'guy in Heartcatch Precure' has gold/yellow eyes & has longer hair. He also looks younger, I'd estimate that he's about 17 or 18 since he's in a black school uniform in Ep 10.

More likely than not this is intended to comment on the fact that the two characters look similar (they may even share a voice actor, I don't know for sure though since I only read the Sayonara Zetsubou-sensei manga). Still technically a crossover. Its definitely Zetsubo-sensei since his old-fashioned clothes and huge scarf are distinctive (as are his occasional suicide attempts).
