Because insects are classified by their adult shapes and most caterpillars turn into some form of winged six-legged insect. (There are probably exceptions, which probably wouldn't be considered insects if one wanted to be technical)

Caterpillars have three pairs of real legs. The other structures that people consider legs on a caterpillar are actually what are called prolegs. These are not really legs, as they are not jointed and lack the five segments that comprise an insect leg.
