Well, those scars are unmistakably Vash's, and there are other pictures by the same artist where his hair is spiked up like Vash's, and even wearing Vash's coat. So either this is Trigun, or the artist is incredibly unoriginal and stealing someone else's characters.

I think the artist is Talking Acid Heads but i don't know if that is their real name. I saw that on an english version of the picture.
