Possibly, but let's not forget, Darkrai is a Dark type. (Gasp! That's a shocker.) Psychic against Dark does nothing.

If you're going to bring typing into this, you might as well include stats, and here are the base stats for both of them:

Mewtwo
Base HP: 106 - Max: 322 - 416
Base Attack: 110 - Max: 202 - 350
Base Defense: 90 - Max: 166 - 306
Base Sp.Atk: 154 - Max: 281 - 447
Base Sp.Def: 90 - Max: 166 - 306
Base Speed: 130 - Max: 238 - 394
Total: 680

Darkrai
Base HP: 70 - Max: 250 - 344
Base Attack: 90 - Max: 166 - 306
Base Defense: 90 - Max: 166 - 306
Base Sp.Atk: 135 - Max: 247 - 405
Base Sp.Def: 90 - Max: 166 - 306
Base Speed: 125 - Max: 229 - 383
Total: 600

So as you can see, Mewtwoo has 80 stat points over it. That means that it will always be faster than it, tank it's attack, and kill with a super effective move before Darkrai can.
