Silly mijumaru, that's a road, not water. (Note: the sea otter will sometimes float on its back and use a rock to crack open shelled prey. I assume that's what the translation is referring to.)

Also the little clam on it's belly is just a marking from what I can tell with the pre-release photos. I don't know the dex data yet but that is basically what it is trying to do with the whole cracking of a clam.
