Ranma's height does change though. He gets shorter in girl form. There was an entire arc about him having to learn to fight with the shorter reach but higher dexterity.

Ranma's comment in this picture as nothing to do with his height difference between male and female, but rather it's referring to how much later in the show girl Ranma's bust has grown larger (Akane's did not), but the girl Ranma's height didn't change.

Actually Akane's breasts did grow, the start of that chapter was Akane buying a new bra, Ranma just happened to grow at exactly the same rate, mantaining status quo.

The only reason any of the Ranma cast got bigger boobs was when character designer Atsuko 'Knockerjima' Nakajima got involved. she made all the girls pretty pneumatic.
