TL's Notes:
The name Ritsuko is composed of the Kanji 律子. 律 or "Ritsu" means law or discipline and 子 or "Ko" means child or youth. Therefore, Ritsuko's name could be interpreted as "child of the law" or if you're feeling a bit lewder, "discipliner of children". Both are very fitting for the head of the Public Morals Committee.

Ritsuko used the term "異性交遊" for sex, which goes to some length to specify heterosexual intercourse. It could even be translated as "intersex play". This leads me to believe that the school has a specific ban on relations that would cause a student to become pregnant (this is, of course, the PUBLIC morals committee) which might explain why the rest of the panels do not depict vaginal sex.

P.S. Take all my translations with a side of salt. I am not fluent in Japanese (but I am working on it!).
