Personally, I love it. It is so bad, that is transcends being merely "bad," and actually becomes awesome.
It also fits well with the plot, which is becoming more and more crazy and convoluted.

It seems to be made by the same artist who worked on the second or third movie (can't remember which one was it). The style is extremely similar.
